How Building Occupancy Affects Commercial Lift Specification

The number of people expected to use a building has a direct effect on the type, size and number of lifts required.

It’s not enough to look at the number of floors or choose a lift based on the space available. A system that works well in a small office may struggle in a busy hotel, healthcare facility or large residential development, even where the buildings are similar in height.

Occupancy needs to be considered early in the design process. When passenger demand is underestimated, the result can be long waiting times, overcrowded lift cars and a system that is placed under unnecessary strain from the day the building opens.

Total Occupancy Is Only the Starting Point

The overall number of people using a building provides a useful starting point, but it does not tell the whole story.

Two buildings may each accommodate 500 people but have very different lift requirements. In an office, many occupants may arrive and leave at similar times. In a hotel, movement is likely to be spread across the day, with additional pressure during check-in, breakfast and checkout periods.

The way people move through the building matters just as much as the total headcount.

A lift specification should therefore consider:

  • The number of permanent occupants
  • The expected number of visitors
  • The busiest times of day
  • How many people may travel in the same direction at once
  • Whether staff and public movements need to be separated
  • How often goods, equipment or deliveries need to move between floors

This information helps establish the likely passenger demand rather than relying on the building’s maximum capacity alone.

Peak Periods Can Determine Lift Capacity

Commercial lifts are often tested most heavily during short periods rather than through constant use.

An office lift may be particularly busy between 8am and 9am, during lunch and again at the end of the working day. A school may experience concentrated movement between lessons, while an events venue could see a large number of people arriving or leaving within a narrow window.

If the lift cannot manage these peaks, users may face repeated delays even though the system appears adequate during quieter periods.

Larger lift cars are not always the complete answer. Depending on the layout and level of demand, two smaller lifts may provide a more effective service than one larger installation. This also offers some operational resilience if one lift is unavailable for maintenance or repair.

The right approach depends on how many passengers need to be moved within a reasonable period and how their journeys are distributed across the building.

Floor Numbers and Travel Patterns Matter

A five-storey building does not automatically need the same lift arrangement as another five-storey property.

In some buildings, most passengers travel between the ground and top floors. In others, there may be frequent journeys between every level. This affects journey times, stopping patterns and the number of passengers the lift can move efficiently.

Buildings with basements, car parks, reception levels or shared facilities may also have more complicated travel patterns than their floor count suggests.

The specification should account for where people enter the building, which floors attract the greatest traffic and whether any areas are likely to become bottlenecks.

Different Occupants Have Different Space Requirements

Lift capacity is usually described by passenger numbers and weight, but the type of users also needs to be considered.

A lift serving a healthcare building, care facility or accessible public space may regularly need to accommodate wheelchairs, mobility aids or carers travelling alongside passengers. Hotels may need room for luggage, while offices may see deliveries, cleaning equipment and workplace supplies moving between floors.

A lift car described as suitable for a particular number of passengers may feel considerably smaller once these practical requirements are taken into account.

Door width, internal dimensions, control positions and the space available outside the lift should all reflect the people expected to use the building.

Passenger and Goods Movements May Need Separating

Where a lift is expected to carry passengers as well as stock, equipment or waste, occupancy planning becomes more complex.

In a smaller building, a suitably specified passenger lift may be able to support occasional goods movements. In a busy hotel, retail property, hospital or industrial facility, shared use may create delays and conflict with the needs of building users.

Deliveries can occupy a lift for long periods, particularly where trolleys or bulky items are involved. This can leave passengers waiting and increase wear on a system that was not selected for intensive goods use.

A separate goods lift or service lift may be justified where operational traffic is frequent enough to interfere with passenger movement.

Future Occupancy Should Be Considered

A lift is expected to serve a building for many years, during which occupancy and building use may change.

A commercial development may attract additional tenants. An office could be reconfigured to accommodate more workstations, or a building may change from single occupancy to multiple businesses. Residential and hospitality developments may also be extended or adapted.

Specifying only for the building’s immediate occupancy can create problems later. Increasing capacity after installation is rarely straightforward and may require significant alterations.

Reasonable allowances for future use can help avoid a situation where the lift becomes unsuitable long before the end of its service life.

Traffic Analysis Helps Avoid Guesswork

For larger or more heavily occupied buildings, lift traffic analysis can be used to assess likely performance.

This considers factors such as population, journey patterns, floor numbers, lift speed, car capacity and expected waiting times. The aim is to understand how effectively the proposed system will move people during normal and peak conditions.

Traffic analysis can help determine whether a building requires one lift or several, what capacity is appropriate and how the system should be arranged.

It is particularly valuable on projects where passenger demand is high, the building layout is complex or several lift options are being considered.

Occupancy Should Be Discussed Early

Lift requirements are easier to resolve when occupancy is considered before the shaft, pit and surrounding layout have been finalised.

Early involvement allows the proposed lift arrangement to be assessed alongside the wider design of the building. It can also prevent the available space from dictating a system that is too small for the expected demand.
